I just finished a college class on VB 2008. We used the Deitel books (very expensive but very good). VB 2008 How to Program and Simple VB (lots of tutorials and you can download all the samples). I started with Sam's Teach Yourself VB in 24 Hours.

Great book to start with (24 one hour lessons). I've also used VB 2008 Step by Step If I hadn't had the opportunity to learn in a college class, I would have started with the Sam's book and then moved into the Step by Step book. The Sam's teach yourself is really good for a beginner. Once you get through those books move on to a programmers reference. Oh and.NET 4 (VB 10) are coming out in a few months, you might want to wait until the new books on.NET 4 are released in the next couple of months.

I've learned.NET 3.5 over the last couple of months, so I will stick with it till I have a better grasp on programming and then move onto.NET X. Hope that helps.
